- Violent conflict has surged in recent years, and in 2016, more countries experienced violent conflict than at any time in nearly 30 years. While the complex relationship between conflict, security and development is increasingly understood, international assistance and investment in conflict prevention have remained relatively low. At the same time, approaches to preventing conflict have been refined considerably, as policy and practice on peacebuilding have evolved – and the UN, its Member States and other partners are increasingly looking to prevention as a critical strategy for sustaining peace and nurturing development. Conflict prevention is increasingly recognised as a rational and cost-effective strategy for countries at risk of violence and for the international community.
- The joint UNDP-DPPA programme on building national capacities for conflict prevention has made a ground-breaking contribution in bridging the gap between political engagement and development assistance in pursuit of preventing conflict and sustaining peace. In its new phase (2019-2023), the Joint UNDP-DPPA Programme will further strengthen the analytical capacities of national stakeholders and the UN system in support of Member States’ efforts to advance policy and programmatic coherence on conflict prevention and support strategies for sustaining peace.
- The deployment of Peace and Development Advisors and has been the primary instrument of the Joint Programme to provide capacity for Resident Coordinators and UN Country Teams to support national partners in dialogue and national or local mediation processes, the establishment and operationalization of national infrastructures and mechanisms for peace; and other initiatives aimed at sustaining peace. There are currently 49 PDA positions across the globe.
- In an effort to ensure that PDAs are better equipped and empowered to deliver on their mandates, the Joint Programme has established in a number of contexts small ‘Peace and Development teams’ where a national Peace and Development Officer provides reinforced capacity to the PDA’s engagement in support of the RCOs and UNCTs in the area of conflict prevention and sustaining peace.
The Peace and Development Officer works under the direct supervision and guidance of the PDA, to provide substantive support in three main areas of activity, including:
- Assist on research, information-gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention;
- Identify entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks;
- Provide technical support for coordination, partnerships and M&E;
- Assisting on research, information-gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention;
- Gather and process data and information relevant to the UN’s role and activities in [country] and the sub-region as relevant, with specific focus on supporting and promoting peacebuilding, social cohesion, conflict prevention and sustainable development;
- Support the PDA in undertaking political, political economy and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources;
- Carry out and coordinate research on particular issues and thematic areas, in particular.
- Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention and consensus building; and contribute to the development of conflict-sensitive approaches;
- Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society;
- Advise on mainstreaming conflict-sensitive approaches; including provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict-sensitive development;
- Undertake mappings and analysis with civil society actors’ (including youth, women, and marginalized groups) capacities for conflict prevention/ peacebuilding at local and national level, using the exercise to inform the support provided by the PDA and UNCT throughout the duration of the assignment;
- Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at local level and academia, to help link local initiatives to national-level institutions, structures and processes, as well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.
- Support the external coordination of existing partnerships between stakeholders (government, civil society, private sector and the international community, including the UN system).
- In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing and analyzing data in the framework of peace and development team workplan;
- Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories and lessons learned are shared with the Joint Programme Secretariat; and respond to specific requests for information; and

Education:
- Advanced university degree (Master’s Degree) in Political Science, Sociology, International Relations, International Economics, Law, Public Administration, or other related Social Sciences.

- The Spotlight Programme is seeking services of a Consultant to produce multimedia (photos and videos)content that will reflect its 1st year of programmatic interventions around sexual and gender-based violence in the 6 target states.
- The purpose of this consultancy is to produce multimedia content for the UN Spotlight Initiative. The products will highlight the initiatives work in addressing sexual and gender-based violence in Nigeria.
- The selected Consultant is expected to travel to six locations in Adamawa, FCT, Lagos, Sokoto, Ebonyi and Cross River to interact with the project teams and beneficiaries, interview them and compile 6mini-documentaries for use as part of the Spotlight’s publicity and communication materials. The Spotlight’s Communications team will guide the Consultant on the nature of content that is needed as well as the locations where footages will be taken.
- The Consultant will be required to caption all photographs and subtitle all interviews, including those conducted in local Languages.

- UNDP Nigeria has established a Knowledge Hub to enhance its ability to make timely and evidence-based interventions, particularly in areas of Preventing and Responding to Violent Extremism, conflict prevention and human security.
- A new
type of ‘development intelligence gathering’, i.e. continuous monitoring and data collection, is crucial to inform UNDP’s work for early warning, adjust interventions to maximize preventive efforts andinitiate new thematic approaches. Trend analyses andad-hoc policy briefs will also inform interventions of UNDP’s development partners in this field. - Through harnessing the potential offered by both old and new sources of data, it is UNDP’s hope that the accuracy and precision of its development responses
are increased and a strong foundation for meaningful public policy making, efficient resource allocation and effective public service deliveryis created . - The ultimate
objective of the Knowledge Hub is to harness data, includingreal time data, for development through providing evidence-based intelligence that canbe translated to meaningful policies and planning for development impact. - Reporting to the UNDP Nigeria RR’s Office, the Knowledge Hub will
consist of three complementary Units that work in mutual complementarity, cross-pollination and strong collaboration, whichis required because of the highly specialized individual expertise in each of the units. - Data Analysis Unit, which will focus on
collection of primary data, establishment and maintenance of a database of ‘development intelligence’, the analysis of the data collected as well reporting of the results. this goals, UNDP Nigeria is looking for a Data Scientist to apply data mining techniques (anomaly detection, association learning, cluster detection, classification, and predictive modeling) to create actionable insights from a broad range of structured and unstructured data that isgrowing rapidly in scale. - This recruitment is for a Data Scientist that will be part of Data Analysis Unit within the Knowledge Hub. The Data Scientist will be responsible for the acquisition, analysis and visualization of data from a variety of sources in order to i) help understand emerging human vulnerabilities to socio-economic shocks, ii) detect and highlight patterns that could
indicate how people are coping with emerging hardship, and iii) gather evidence of changes in behavior and perception correlated with public sector policies and programmes.

- Define, design and implement research projects harnessing Big Data to improve both understanding of population behavior, needs, and vulnerabilities
as well as capacity to monitor andevaluate the impacts of public sector policies and programmes; - Perform data discovery studies and software prototypes.

The National Window of the Regional Stabilization Facility for Nigeria aims to address the needs of immediate stabilization in the target areas in North-East Region of Nigeria with high degrees of insecurity, promoting the phased transition of insecure areas toward greater security, and the reduction of current volatility whereby previously secure areas have become more rather than less vulnerable.
Provision of basic services through construction/rehabilitation of community infrastructure is one of the programme focuses of the Stabilization Facility and integrated recovery programmes, such as school and health facilities, water wells/systems, housing units, shops/markets, among others. It
Duties and Responsibilities
Summary of key functions:
- Under the guidance and direct supervision of Senior Civil Engineer and in close collaboration with the Project teams in NE Sub-Office, the Civil Engineer will perform the following functions:
- Provide technical support for smooth procurement and project implementation process of basic infrastructure projects, including support to ensure quality and technical soundness of the BOQ and specifications of infrastructure projects
- Ensure quality of civil works and technical supervision at the project sites
- Conduct the site visits to assess infrastructure facility needs and design the facility with a build-back better approaches
- Certify designs of the facilities that
are submitted by the respective authorities for civil works in BAY states - Certify the Bills of Quantities (BoQs) submitted by the respective authorities and verify the BoQs before
initiating the procurement process; - Review and
verify the BoQs already prepared by the respective departments of national counterparts; - Support technical evaluation process and
provide advice on any procurement related issues; - Support the project teams in NE Sub-Office in verifying the Variation Orders (VO) (if
and when required); - Verify the progress of civil
work payment requests submitted by the contractors before proceeding with disbursements of payments; - Provide technical inputs to strengthen alignment and complementarity of UNDP’s support with government policies and plans.
- Assist UNDP as
expert witness in litigation arising from the development or construction of the project and in bearings before various approving and regulatory agencies.
- Analyse and share information with the team and the local technical teams on basic infrastructure activities.
- Support the assessment of the project activities of the targeted sites in BAY states ;
- Support the implementation of construction/
rehabilization of infrastructure facilities, where required, andadvise on project contracting requirements; - Monitor day-to-day progress of infrastructure project activities and promptly report any abnormality or risks to the respective UNDP project managers and project teams
- Develop and design interventions based on the accurate information and risk analysis on the ground and
utilizing lessons learned from the activities in consultation and coordination with respectiveProject Managers - Follow up and oversee the rehabilitation of civil, electrical and mechanical works at site preparation and execution of the Works against the provided approved sketch and bill of quantities within the set time frame
- Conduct construction inspection including inspection of materials, equipment’s
to be installed. - Check materials received at construction/renovation sites against damages, missing parts and
appropriate ratings; ensuring that the materials/equipment provided by the Contractor meets UNDP requirement and standards. - Ensures that materials/equipment provided by the Contractor meets accepted requirement and standards.
- Discuss site issues with the Contractor and promptly report back to UNDP if a problem arises that requires UNDP input.
- Checks and certifies substantial construction progress/ completion and the corresponding payments. Advice UNDP to withhold payments for any work which has
been rejected or any workwhich is not in compliance with the contract documents. - Ensure that the Contractor maintain safety on the site and clean the site after the completion of the rehabilitation work.

Education:
- Master degree or Bachelor Degree or Equivalent in Civil Engineering
. depending on the number of years of experience - Registration in the Council for
the Regulation of Engineering in Nigeria (COREN) before 2018
- Minimum 2 years (for Master degree) and a minimum of 5 years (for Bachelor degree) of extensive coordination and development experience including renovation and construction works.
- Experience in design, preparation of
BoQ , estimated costs of civil structures; - Construction supervision experience of buildings, utility services, schools, etc
- Experience in handling of tender documents for turnkey contracts, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
- Preparation of work progress reports, daily, weekly, milestone, etc
- Proven ability to work with multi-disciplinary teams and liaison with authorities.
- Experience in supervising rehabilitation works
and managing projects. - Working experience working with UN/UNDP is highly desirable;
- Experience from previous UN assignments and/or multilateral organizations and bi-lateral aid organizations would be an asset.
