Background & Rationale

  • Education Cannot Wait (ECW) is the first global movement and fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organisations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and mobilise additional funding to ensure that every crisis-affected child and young person is in school and learning.
  • Based on the recognition that continuous access to quality learning is a key priority for children and families affected by conflicts and natural disasters, and that no programme nor organisation can do it alone, ECW comes as a ground-breaking initiative bringing together public and private partners eager to work together differently and to mobilise the funding required to deploy immediate and sustainable solutions.
As such, ECW’s mandate is articulated around five core functions:
  • Inspire political commitment, so that education is viewed by both governments and funders as a top priority during crises;
  • Plan and respond collaboratively, with emphasis on enabling humanitarian and development actors to work together on the basis of shared objectives;
  • Generate and disburse additional funding to close the US$ 8.5 billion funding gap needed to reach up to 75 million children and youth;
  • Strengthen capacity to respond to crises, nationally and globally, including the ability to coordinate emergency support; and
  • Improve accountability by developing and sharing knowledge, including collection of more robust data to make better-informed investment decisions.
  • Education Cannot Wait is hosted by UNICEF. The Fund is administered under UNICEF’s financial, human resources and administrative rules and regulations, while operations are run by the Fund’s own independent governance structure.
Purpose
  • In line with the ECW Advocacy and Communications Strategy, the Campaigns, Advocacy and Communications Expert is expected to design, develop and lead a global campaign about how ECW is trying to mitigate the devastating impact of climate change on education across the Global South, not only by helping national education systems to recover from natural hazards and disasters, but also by integrating emergency preparedness and disaster risk reduction into all its programmes.
  • Aimed at fostering an enabling environment for policy-makers as well as other key audiences to prioritise education in emergencies, the global campaign is meant to give voice to the overarching vision of ECW: a world where all children and youth affected by crisis can learn free of cost, in safety and without fear in order to grow and reach their full potential. As such, the campaign is intended to represent and amplify the voices of the children and youth we serve and compel greater attention and action by deepening our conversation with our constituents.
  • As the lines between communication, fundraising and advocacy are blurring, the incumbent is expected to analyse the key channels on which to focus, balancing between offline and online communication and recognising that traditional outreach activities, such as securing speaking engagements, organising awareness-raising events and disseminating printed materials, still have a very important role to play. At the same time, the campaign will have to reflect and reinforce ECW’s broader efforts to generate greater political, operational and financial commitment to meet the educational needs of millions of children and young people affected by crisis.
Management and Coordination Assignment:
  • S/he will be supervised by Chief, Communications and Advocacy and will work closely with other members of the Education Cannot Wait team.
  • S/he will be hired on a fulltime basis on a UNICEF consultancy contract.
  • The consultant may be home-based with frequent trips to the office for meetings.
  • Occasional travel may be required, in consultation with the supervising unit, including to New York if the consultant is based in another country.
Main Tasks
  • Partnership-building, networking and engagement: Identify opportunities for ECW funding in select multi-stakeholder platforms and initiatives on climate change, emergency preparedness and disaster risk reduction. Manage ECW’s engagement in these initiatives to advance our advocacy, programmatic and partnership goals.
  • Advocacy: Actively pursue advocacy and outreach opportunities and help position ECW as a key player on climate change and mobilize financial resources from climate change financing instruments. Help identify external champions and develop key financial asks.
  • Planning and coordination: Coordinate preparations for ECW engagement in key global platforms related to climate change, emergency preparedness, and disaster risk reduction. Plan, organise and support engagement of ECW Director and other ECW staff in key initiatives. Coordinate the preparation of briefing notes, talking points and other information materials as needed.
  • Communications: Support the development of key messages on climate change, emergency preparedness and disaster risk reduction. Provide inputs and develop content/articles for internal and external audiences. Work with other members of the Advocacy and Communications team to develop strategies and messages for priority partners.

Key Competences, Technical Background, and Experience Required
Education:
  • An Advanced University Degree in International Development, International Relations, Social Sciences or related field

2) Job Title: SBCC Spotlight Individual Contractor

Purpose of Activity/Assignment

  • Spotlight aims to change social norms and behaviors at community, individual and family levels advocating with political and religious leaders to engage them as positive influencers and champions of non-violence. To ensure sustainability and to break generational transfer of negative norms, Spotlight will target men and boys and work with youth in schools. Spotlight will engage with the media for creative advocacy, capturing local language and context to create public awareness and change negative norms.
  • Prevention is the nucleus of the Initiative and the comprehensive and multi-dimensional approach to prevention will be based on the following key elements.
  • Analysing root causes and risks by examining behavioral factors that lead people to decision-making. Critically examining the behavioral factors that lead people to make decisions, act on them, think about, influence, and relate to one another, and how they develop believes and attitude.
  • Working with relevant formal and informal institutions that influences these behavioral factors (including beliefs, perceptions and behaviors) as the key custodians of socio-cultural norms. Learning institutions such as academic institutions (primary, secondary and tertiary), training centres e.g. teachers training colleagues, police colleagues, the law school and non-formal institutions e.g. women networks, peer education groups, traditional and religious institutions and council of elders will be targeted to use their platforms to promote equitable social norms and behaviours and non-violence among their subject and worshipers. Media, entertainers and social media influencers will also be engaged as they have a huge impact and potential to change pervasive negative norms, attitudes and behaviors.
  • Engaging men and boys to become upholders of the rights of women and girls and not perpetrators of VAWG.  Male influencers at all levels will be identified as champions in the communities using existing platforms e.g. HeforShe campaign, husband and future husbands’ schools, men and boys’ networks and coalitions. Working with men and boys’ networks and coalitions will support the campaign against GBV/HP, leveraging on existing platforms that target men at the community level.
  • Transformative change requires empowerment of women and girls to help them live a life of dignity. Thus, women and girls will be supported to access information on their rights including SRHR, human rights, sexuality education, to build networks and promote peer learning and counselling. For those furthest behind, this will be coupled with livelihoods support.
  • The proposed task will address issues of gender equitable social norms, attitudes and behaviors change at the community and individual levels to prevent VAM/C and HP.
  • UNICEF plans to work with relevant government and Civil Society Organizations including the National Orientation Agency, religious and traditional organizations at Federal and state levels for community mobilization and sensitization to create awareness on the effects of harmful practices and every form of violence against children especially girls as well as to engender positive social norms change.
Scope of Work
Under the management of the C4D Manager and technical guidance of the CP team, especially the CP Specialist (HP), the Contractor will coordinate community engagement activities (development of a strategy/plan), initiate rapid assessment of the social norms attached to violence against women and girls, and facilitate messages development process leading to production of various materials with messages on:
  • Elimination of all forms violence against women and girls, including sexual violence against children,
  • Harmful practices (HPs),
  • Girls’ education, and
  • Teenage pregnancy
The Contractor will foster networks for social mobilization and engage the wider public around specific issues or to act as agents of change.  Examples: Influencers call for the provision of services to survivors; peer-to-peer approaches to promote access to prevention and response centres; targeting private sector to put in place internal measures to prevent GBV.
Major Responsibilities/Assignments
  • Design and coordinate a rapid assessment study to define the social norms attached to violence against women and girls in the six focus states.
  • Spearhead and lead the process of development of a strategy/plan for community engagement to support behaviour change interventions.
  • Facilitate an all-inclusive and collaborative engagement with key stakeholders to design messages aimed at eliminating all kinds of violence against women and girls.
  • Support review and adaptation of any existing materials to suit the current objectives of the Spotlight Initiative.
  • Work with identified graphic designers to design any IEC materials recommended during the message design and materials development workshop/process.
  • Design drafts of any recommended materials in all forms – print, audio or visual and support the pre-test process in selected sites.
  • Finalize the design of the materials to print-ready stage (artworks and dummies for translation/production).
  • Incorporate all the proposed changes in the materials after the pre-test process.
  • Oversee the implementation of community engagement interventions across the six States
  • Provide monthly reporting on community engagement activities.
Requirements
To qualify as an advocate for every child you will have:
  • A university degree in any Social Science – Sociology, Political Science, Anthropology etc
  • An experienced facilitator with a SBCC background in message design in CommunicationMedia and Public Relations.
  • At least Three (3) years progressively responsible professional work experience in SBCC/BCC/advertising and the use of social marketing approaches in messages development and development of IEC materials.
  • Ability to conceptualize ideas clearly and concisely in written and oral form, innovative, plan and execute ideas.
  • Specialized training in SBCC/C4D/BCC will be an added advantage
  • Fluency in English is desirable.  Knowledge of local working language of any other Nigerian languages a plus.

3) Job Title: Data Consultant – Health Systems Strengthening

Purpose of Assignment

  • Nigeria faces major public health challenges with high rates of maternal, newborn and child mortality and high rates of malnutrition in children. Each year in Nigeria over 7.5million babies are born, of whom about 300,000 die during their first month of life. Despite our gains for child survival whereby the under-five child mortality has decreased in the last decade, available data shows that the rate of decline is slow.
  • The Government’s National Strategic Health Development Plan II outlines key priorities and targets towards fast tracking progress towards improved maternal and child health outcomes. There is commitment to achieving Universal Health Coverage (UHC), but progress has been slow. There is need to focus on fast tracking efforts towards strengthening the primary health care platform and supporting the operationalization of the 1 ward 1 PHC strategy.
  • Working closely with the Government at national and State level, over the last 15 months, an evidence-based system strengthening approach has been implemented in select States in the country. The approach has focused on using data for action, prioritizing actions and seeking localized solutions. There is a need to further focus on the high burden LGAs and wards and support select wards towards achieving functionality linked with the 1 ward 1 PHC strategy. While there are ongoing interventions focused on capacity building towards improving service delivery outcomes there is a need to support strengthening of management responsiveness at decentralized levels with a focus on outcome-based results and linking various interventions including at community level.
  • The purpose of the assignment is to support the design and implementation of an integrated response linking the management and community action informed by data and focused towards strengthening the service delivery platform at facility and community level. This includes documenting best practices to inform programming and further scale up.

How can you make a difference?
Major Tasks to be accomplished:

  • One report outlining the results of scoping missions to select States and selection of LGAs, wards and communities based on review of indicators and results and discussions with stakeholders
  • Report documenting the processes undertaken per State, LGA, ward including the management reviews, integrated responses taken by management and linked with community action, tracking results and solutions (at least 2 States to be selected with a potential of supporting in another 3 States).
  • Report outlining an analysis of trends for specific results by ward, LGA, State from baseline (before the management and community actions) and tracking the progress and results linked to the integrated action.
  • Qualitative case studies completed for the selected ward including outlining key processes that worked, challenges and lessons learnt.
  • Report providing insights into models of intervention for integrated action bringing together management and community levels

Requirements
To qualify as an advocate for every child you will have:

  • At least eight years or more experience working in programs for improving primary health care. Prior experience with community work linked with the primary health care is an added advantage.
  • Demonstrated ability to design projects and having experience with integrated management and community responses for results in primary health care.
  • A Master’s degree in Management, Public Health, Health Promotion or related fields.
  • Experience in working with the UN is an added advantage.
  • Experience and an understanding of Nigeria and working with Government and key stakeholders is an added advantage.

  • We are tackling the resurgence of wild poliovirus, and are promoting health care access overall.
  • We are also working on bringing 100 percent access to clean water and sanitation by 2030.
  • We are working with partners on early childhood education initiatives and are supporting the national HIV program. In addition, UNICEF Nigeria is providing support for three critical child protection initiatives.

How can you make a difference?

  • Under the direction and guidance of the Chief of Field Office (Borno) and Nigeria Country Office Senior Management, coordinates overall emergency preparedness and response in northeast Nigeria.
  • Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions, including contributing to fundraising for humanitarian activities, to ensure the survival and well-being of children and mothers and affected communities in emergency. 
  • Provides coordination and support for policy and programme planning and management in UNICEF supported emergency programme and humanitarian sector coordination.

Emergency Preparedness:

  • Ensures that adequate emergency preparedness measures are taken through the development and updating of country contingency plans and establishment of early warning mechanisms, which leads to more effective preparedness and response to specific emergencies.
  • Participates in the formulation and development of plans of action in preparation and response to emergencies, and monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.
  • Provides policy and program advice related to emergencies, including on management related issues. Provides direction and guidance to the country office in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms in the country faced with impending emergencies.
  • Develops and maintains databases on country/regional information, and ensures the flow of information and communication crucial for the planning and implementation of emergencies. Identifies availability of resources in emergency prone areas and establishes logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.
  • Assists in developing and conducting emergency training courses specifically designed for regional standby Emergency Response Teams; participates in these courses with the Team, and participates in other emergency training workshops in the region, leading to build-up in the emergency preparedness and response capability of UNICEF staff and implementing partners. Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response.

Emergency Response:

  • In the event of an emergency, takes prompt action as Team Leader or member of the Emergency Response Team which is deployed immediately to establish UNICEF’s presence and implement the initial operational tasks relating to emergency assistance. Ensures that the office is provided with effective telecommunications facility and security assistance for the staff in an emergency, as necessary. In coordination with the programme and operations groups, establishes contact with all UNICEF staff and their dependants and visitors to ensure their safety and whereabouts, and informs OPSCEN and the Regional Director of their status.
  • Assesses local conditions resulting from the emergency situation affecting children and their families in the country. Leads and/or participates in needs assessment missions in conjunction with the Regional Office, the HQ Divisions, and field staff, in order to determine priorities and an appropriate intervention by UNICEF. Participates in UN Country team emergency response and contributes to assessing the crisis and humanitarian situation in the country with special regard to the survival, protection and wellbeing of children, adolescents and women.
  • Assists the Chief of Field Office (Borno) and Nigeria Country Office Senior Management in emergency operations oversight and program management to ensure that the funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities.
  • Prepares inputs for appeals and updates related to emergencies as well as project proposals for emergency. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents.
  • Establishes longer-term requirements of the emergency operation/interventions. Plans and develops a more regular operational and staffing structure to take over from the Emergency Response Team.
  • Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with the special needs resulting from emergency situations requiring effective emergency responses in all sectors. Identifies implementing/operational partners and establishes implementing arrangements.  Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitments for Children in Humanitarian Action (CCCs).
  • Represents UNICEF in all humanitarian and recovery related forum at the strategic level and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
  • Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office’s workplans. Prepares sectoral input for the country programme documents, plan of action, annual workplans, and all related documents of the office’s Emergency Preparedness and Response. Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

Humanitarian Coordination:

  • Provides effective oversight and guidance to sector coordinators where UNICEF is the lead agency (Education, Nutrition, WASH, Child Protection) to ensure internal coordination across sectors and with programmes (including where UNICEF is not the sector lead (e.g. Health), as well as vis-a-vis inter-sectoral coordination mechanisms and the OHCT in Maiduguri.

Early Recovery:

  • Ensures a strategic approach (short term and long term) to programme development, taking into account and building upon country objectives and priorities, including the link between humanitarian response, early recovery and the reconstruction and development programme.
  • Ensures early recovery programme commitments as per the CCCs are included in sector plans.
  • Coordinates UNICEF’s participation in Post-Crisis Needs Assessments, adjusts programme strategies as relevant and facilitates the coordination of UNICEF inputs into national plans and recovery frameworks

Qualifications

  • Education: Advanced University degree in one of the following fields: Social Sciences, Public Administration, Law, Public Health, Nutrition, International Relations, Business Administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • Work Experience: Eight (8) years of progressively responsible professional work experience at the national and international levels, including in complex emergency response management in conflict settings, humanitarian coordination, programme development, planning, implementation, monitoring, evaluation and administration.
  • Language Proficiency: Fluency in English is required. Knowledge of another UN language /Local working language of the duty station an asset.

  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of health programs/projects.

Innovation, knowledge management and capacity building:

  • Promote critical thinking and innovative approaches and good practices for sustainable health programs/projects initiatives.
  • Keep abreast, research, benchmark and implement best and cutting edge practices in health management and information systems. Institutionalize and share best practices and knowledge learned.
  • Contribute to the development policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects.
  • Lead/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health related programs/projects.

Job Requirements
To qualify as an advocate for every child you will have:

  • An Advanced University Degree in Public Health/Nutrition, Pediatric Health, Family Health, Health Research, Global/International Health, Health Policy and/or management, Environmental Health Sciences, Biostatistics, Socio-medical, Health Education, Epidemiology or other Health related Sciences is required.
  • A minimum of 8 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
  • Fluency in English is required.
