The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2003, the Global Fund has invested more than 1.4 billion dollars in the fight against AIDS, TB and Malaria in Nigeria.

To strengthen this operations and interventions in the country, we are partnering with Achieving Health Nigeria Initiative (AHNi) to fill the capacity below:

1) Job Title: Front Desk Assistant

Job Description
  • The Front Desk Assistant will support the Accountant and departmental staff in the provision of administrative and logistical services to the project staff.
Minimum Recruitment Standards
  • University Degree, recognized equivalent or HND
  • Minimum of 2 years relevant experience
  • Familiarity with administrative and secretarial skills is an advantage
  • Familiarity with international NGOs is an advantage
  • Experience with large complex organization preferred.

2) Job Title: Finance Assistant

Job Description
  • Under the direction of the Assistant Accountant, the Finance Assistant will be responsible for varying diversified accounts payable and reporting functions, supports the Assistant Accountants in the review of all payment requests and determines the propriety and accuracy of all expenditures
  • Assures completeness of supporting documentation and coding in accordance with AHNi policies and procedures.
Minimum Recruitment Standards
  • University Degree in Accounting, Finance or Business Administration
  • Experience with administrative and secretarial skills
  • Sound accounting skills

3) Job Title: Information Technology Officer

Job Description
  • The Information Technology Officer will provide support and maintenance to GF computer and network infrastructure to ensure stable operations
  • S/he will implement new IT solutions to improve business efficiency and productivity and will maintain/support implemented systems to ensure high end-user satisfaction.
Minimum Recruitment Standards
  • BS/BA Degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 3 – 5 years postnational youth service relevant experience
  • Or MS/MA Engineering, Information TechnoIogy Computer Science Or its recognized equivalent, and 1-3 years post National Youth Service relevant experience
  • Candidate must possess Microsoft Certified Systems Engineer (ME) and/or Cisco Certified Network Associate (CCNA) certifications
  • Demonstrated success in multicultural environments is an advantage
  • Experience with a multi-site network (at least 3 sites) with a minimum of 200 users is highly desirable.
4) Job Title: Administrative Assistant

Job Description
  • The Administrative Assistant will support the Senior Finance and Admin Officer (SFAO) in the provision of administrative and logistical services to the Global Fund staff in the state, send out meeting invites for approved meetings, take minutes of meetings and circulate to meeting participants, track and report monthly/weekly activity updates, follow-up with hotels for meeting venues end other activity logistics for trainings and comfort of participants.
Minimum Recruitment Standards
  • University Degree, HND or recognized equivalent
  • Minimum of 2 years relevant experience
  • Familiarity with administrative and secretarial skills is an advantage

5) Job Title: Senior Technical Officer – Health Informatics
Location: Abuja

Job Description
  • Senior Technical Officer – Health Informatics under the supervision of the Senior Technical Advisor/Team Lead M&E, will be responsible for the development and implementation and supervision of all AHNi’s Electronic Information Systems at the country office, zonal and facility levels, provide technical support for the design and content development for electronic information systems (LAMIS, DHIS, GIS and any other AHNI package or database tools) used for M&E operations.
  • This function will Include assisting the software programming team in developing actual logic statements for the coding of M&E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures.
Minimum Recruitment Standards
  • Bachelor’s degree in Mathematics, Physics, Computer Science or other relevant field with 3-5 years’ experience in software development, DHIS 2 configuratIon. Deployment skills will bean added advantage.
  • MBBS/MPH/MSc or similar degree in Public Health, Epidemiology, General Statistics or Biostatistics, Health Informatics and/or Management or M&E with 1 to 3 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation.
  • Experience working at the national level on health programs with knowledge and experience with data collection and analysis.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
6) Job Title: Senior Technical Officer – PSM
Location: Anambra
Project: Global Fund
Job Description
  • Senior Technical Officer – PSM will work to harmonize the various PSM deliverables in the state into manageable databases that will be responsive to the needs of the state program in key decision making.
  • S/he will contribute to providing technical assistance and coordination to implementing SRs within the regions to promote commodity security.
  • S/he will provide technical support and leadership to the GE state office efforts to strengthen the supply chain process of health commodities, using the NHLMIS platform to reduce stock-outs, lower costs and eliminate wastage.
Minimum Recruitment Standards
  • MBBS/MD or similar degree with 3 to 5 years post national youth service experience with at least 3 years progressive experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

8) Job Title: Senior Technical Officer – Prevention, Care & Treatment

Job Description
  • Senior Technical Officer – Prevention, Care & Treatment Provide technical support to implement high quality care, treatment and support activities with primary focus on clinical management of HIV/AIDS including provision of Anti-retroviral therapy (ART), provide technical leadership and technical support related to clinical management and home-based care HIV/AIDS strategies and approaches related to implementation of programs.
Minimum Recruitment Standards
  • MBBS/MD/PHD or similar degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.

9) Job Title: Technical Officer – Health Informatics

10) Job Title: Senior Technical Officer – Laboratory Services

Job Description
  • Senior Technical Officer – Laboratory Services provide technical expertise and assistance in implementing high quality laboratory services within the HIV care and treatment project in Nigeria, including laboratory capacity development at Global Fund project health facility sites, provides technical support and develop quality policies, quality tools, SOPs and recommendations related to the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS, opportunistic (OI) and malaria care and treatment in collaboration with technical staff within AHNi and at national, state and local agencies in Nigeria.
Minimum Recruitment Standards
  • BSc in Laboratory Sciences or related field with 7-9 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HI V/AIDS.
  • Or Master degree in Laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory supportfor HIV/AIDS.
  • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred.
  • Certification of license to practice as a medical laboratory scientist is required. Expertise in hematology, TB and blood safety issues will be an added advantage.
11) Job Title: Senior Technical Officer – M&E

  • Senior Technical Officer – M&E, under the supervision of the Senior Technical Advisor is responsible for the design and implementation of monitoring and evaluation for the state office.
  • S/he will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

12) Job Title: Senior Finance & Administrative Officer

Job Description
  • The Senior Finance & Administrative Officer will report to the State Program Advisor and will be responsible for accounting and finance and overall operational administration for the state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles.
Minimum Recruitment Standards
  • B.S/B.A Degree in Accounting, Finance and Business Administration or its recognized equivalent, and 5 – 7 years relevant experience
  • Or MS/MA Degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years relevantexperience
  • Minimum of 3 years supervisory experience in office management and administration
  • CPA, ACA, ICAN, CIMA, CFE or any other relevant professional qualification is required

13) Job Title: Senior Program Advisor

Job Description
  • Senior Program Advisor as a member of the Program Management team, the Senior Program Advisor supports the Deputy Project Director in providing oversight, coordination, monitoring and reporting of all Global Fund project activities in Anambra state, coordinates the development and maintenance of systems that effectively respond to GF requirements regarding implementation procedures, reporting and evaluation.

  • BS/BA in Public Health, Business Administration, Health Sciences, behavioural sciences or its recognized equivalentwith 8 – 10 years of relevant experience with international development programs.

  • Senior Technical Advisor – PSM will play a leading role in the development of AHNi in-house capacity among the various departments, implementing agencies (lAs) and of the Anambra state government in all aspects of distribution and warehousing of health commodities.
  • S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the supply chain process of health commodities, using the LMIS supply chain management information system, to reduce stock-outs, lowercosts and eliminate wastage in the GF projectin Anambra state.

  • Under the supervision of the Deputy Project Director, the Senior Program Officer provides support to the GF portfolio to coordinate the work of the AHNI/Nigeria field offices
  • S/he will support program planning, design, review and the monitoring of the program implemented at the zonal level, assists in strengthening a system of reporting Key Population (MSMs, FSWs, PWIDs) Programming strategies, subproject documents, work plans and budgets at the country office, zonal and SR levels.

17) Job Title: Senior Technical Advisor – Prevention, Care & Treatment

Job Description
  • Senior Technical Advisor – PCT provides leadership and technical support to the PD in the area of PMTCT, clinical care/ART and reproductive health.
  • S/he coordinates services needed to implement high quality care PMTCT, HIV care and treatment and reproductive health/family planning services (RH/FP), assist the Project Director to provide technical leadership and technical support related to clinical management of HIV/AIDS, PMTCT, Reproductive Health/Family Planning strategies and approaches at the facility level.
Minimum Recruitment Standards
  • MBBS/MD/PHD or similar degree with 5 to 7 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria.

18) Job Title: Senior Technical Advisor – Laboratory Services

Job Description
  • Senior Technical Advisor – Laboratory Services in collaboration with the GF Headquarter laboratory Team in Abuja provides quality leadership in implementing laboratory services for AHNI including building laboratory capacity of the state laboratory technical team and partners health facilities to combat HIV, TB, malaria and other infectious diseases.
Minimum Recruitment Standards
  • Master’s degree in Laboratory Sciences, Biological Science or related degree wIth 7 to 9 years relevant experience.
  • Or doctorate degree in Laboratory Sciences, Biological Science or related degree with 5 to 6 years relevant experience.
  • A minimum of 5 years experience in laboratory setting of which 3 must be on a HIV laboratory management donor funded program,
  • Certification / license topractice as a medical laboratory scientist is required.
  • Experience in a clinical laboratory setting and working in a donor funded program is required.
  • Proven experience in project development, planning and facilitating technical training.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

19) Job Title: Senior Technical Advisor – M&E
Locations: Abuja & Anambra
Project: Global Fund
Job Description
  • Senior Technical Advisor – M&E will be responsible for the design and implementation of monitoring and evaluation activities for the AHNi Global Fund Project in Anambra state.
  • S/he will work with other senior staff in the state and at the AHNI Headquarter Office in Abuja to provide oversight technical role to the program in the state to ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs and requirements.
Minimum Recruitment Standards
  • MBBS /MD/PHD or similar degree with 4 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

Job Description
  • Under the direction of the Senior Finance and Admin Officer the driver shall provide a variety of transportation support to the project, convey Global Fund Staff and Consultants to designated approved locations within and outside the state
Minimum Recruitment Standards
  • Secondary School Leaving Certificates, apprentice certificate or any other equivalent certificates with a minimum of 1 year experience
  • Must have a Trade Test certificate and a valid driving license
  • Must have expert knowledge of driving rules and regulations
  • Experience as a Driver Mechanic will be an added advantage
  • Experience With large complex organizations preferred.
