Role Purpose

  • Support the development, implementation and monitoring of all ASRH strategies and activities under the World Bank funded ‘Accelerating nutrition results in Nigeria’ (ANRiN) project in the State, ensuring national protocols and  strategies are followed.

Scope of Role:

  • Reports to: Project Director and will have dotted line reporting to the Head of Health.

Key Areas of Accountability:

  • Supported by the CO Health team, provide technical guidance for the implementation of Adolescent Health interventions on the ANRiN project, ensuring interventions meet internationally recognised and Save the Children’s quality standards as well as National guidelines and protocols.
  • Develop the Detailed Implementation Plan with the State project team integrating with nutrition interventions. budgets and other related activities of ANRiN within the programme in liaison with the Head of Health
  • Build the capacity of community health extension workers/CORPS /CHIPS to provide ARSH services
  • Ensure quality services, adolescent friendly implementation of the ANPiN project.
  • Ensure the quarterly and annual targets are met while implementing ASRH activities in close collaboration with the Gender Equality Advisor.  
  • Conduct quality trainings on ASRH to target health providers and partners towards improving the quality of health facility services to adolescents (Use of the Age & Life-stage Counselling Tools, Youth-Friendly Health Services, Interpersonal Communication Skills, Organizing Young Mothers’ Support groups, others). It is envisioned that this will include developing and/ or adapting training materials and tools as necessary.
  • Work with the state ASRH officers, Implement the Mothers support group series of activities of the Adolescent First-time mothers’/parents intervention.
  • Work with SCI communications unit to develop and adapt relevant ASRH IEC materials for the target facilities as well as ensure re-printing of important ASRH publications for dissemination to stakeholders/ partners (e.g. the Age & Life-stage Counselling Tools, the Nigeria National Adolescent & Youth friendly Job Aids and Cue cards, First-time Mothers/Parents curriculum for Mothers support group, others)
  • Work closely with all ANRiN stakeholders to ensure that gender transformative approaches are implemented and that gender equality is mainstreamed throughout all activities and interventions
  • Emphasize the importance of normative change at implementation level in order to achieve project outcomes
  • In collaboration with the Head of Health, ensure that quarterly reports and other documentation of ASRH interventions and activities are written in a timely manner and submitted to the Head of Health for vetting.
  • Work with the business development team (and member RH technical advisors, where applicable) to make technical contributions to proposals which have an ARSH component and ensure high quality narratives for submission.

Skills & Experience
Education and Experience/qualifications:


Essential:

  • Master’s Degree or equivalent in a relevant discipline (e.g Medicine, Public Health, Nursing)
  • 5 years of post-Masters’ working experience in ASRH (specifically normative change and understanding adolescent behaviours) and family planning in developing countries

3) Job Title: Consultant – Conduct Research and Draft a Report on the State of Nigerian Girls

Project
Two-phase project:

  • Undertake research on the linkages between education status and child marriage and between child marriage and adolescent sexual reproductive health, maternal and child health, neonatal health, nutritional status of children, literacy rates, poverty and long-term economic growth;
  • Draft ‘The State of Nigerian Girls Report’.
  • The report will provide evidence to feed into influencing efforts on child marriage, girls’ education, and ASRHR to be carried out by CSO coalitions at the state and national level.

Background

  • The current assignment is part of the project “Towards Ending Child Marriage” (TECM), currently being implemented by SCI in Nigeria with the support of the Dutch Government.
  • TECM’s goal is to accelerate the national agenda to end child marriage and influence Governments in two states- Katsina and Gombe, to develop and adopt their own strategies to end child marriage.
  • The approach of the project is majorly evidence-based advocacy to engage opinion- leaders, change-makers and decision-makers. The project aims at influencing people’s attitudes, behaviors, norms and practices in support of Ending Child Marriage (ECM), using Girl Child Education as a fulcrum.
  • Child marriage is not the only problem faced by girls in Nigeria, it is a cross-sectoral problem. It accounts for some of the worst and lopsided outcomes for health, nutrition, education and poverty among girls.
  • For this narrative to change, it is essential to take into account factors affecting the rights and development of the girl child.

Objectives of the consultancy:

  • The main objective of the consultancy is to provide an overview of the current situation of the Nigerian girl child at national and regional/ state levels. The report will identify existing social and cultural norms and inequalities related to CEFM and school enrolment and retention of girls across the 6 geopolitical zones in Nigeria, as further identified in section III.

The specific objectives are:

  • Identify and describe the magnitude of current challenges confronting girls in Nigeria and which of those challenges are direct or indirect contributors to early and forced marriage for girls;
  • To identify all drivers to discriminatory gender norms (i.e. poverty, education, discriminatory gender norms and access to ASRH) at individual, family and societal or cultural or institutional levels;
  • Describe the roles of different influencers in the challenges identified, as well as, enumerating previous, current and ongoing efforts- policies and programs to address these challenges at local, state and national levels (e.g. National Strategy towards Ending Child Marriage);
  • Ascertain the impact of such efforts and the gaps;
  • Produce a final report to be titled ‘the State of Nigerian Girls Report’
  • Generate evidence and make SMART recommendations that will inform national and sub-national action, and propose priority areas for action to eliminate child, early, and forced marriage (CEFM). This will include compelling case studies to serve as validation for research findings on the relationship between child marriage and conflict, educational status, poverty etc.

Outcome:

  • Deliver and discuss the results of the research in a focus group with members of the national ECM TWG and high-level Government representatives from both the Federal and selected state Governments as well as the Bureau of National Statistics to be identified.
  • Subsequent to the holding of this focus group and discussions, a final policy paper will be produced outlining options for strengthening girl- focused child programming towards delaying marriage and increasing years of schooling.

Scope of the Assignment
In order to get national representation, the research will cover the 6 geopolitical zones of the country. Two states are being proposed per political zone; however, due to budget constraints, one state per political zone can be considered:

  • North central – Kwara/ Plateau
  • North-east – Gombe/ Borno
  • North-west – Katsina/ Jigawa
  • South-south – Cross river/ Edo
  • South-west – Lagos/ Oyo
  • South-east – Ebonyi/ Imo
  • Final decision on the selection of the states where the study will be conducted will be decided in collaboration with the NBS, and the FMOWASD.

The consultant will be responsible for refining the methodology and presenting a final study design covering all aspects- desk and field research, and drafting the final report on the state of the Nigerian girl.


Methodology:

  • The Consultant is expected to demonstrate an ability to work in all parts of the Country putting into consideration social, cultural and religious norms.

Desk review:

  • Mapping of existing documents and data on CEFM; enrolment, retention and completion of girls in school; gender equality, impact of culture and social norms on the rights of children.
  • It will also include an analysis of government’s spending on ECM (a) prevention and (b) control? This should include a review of the national chart of accounts to determine how much of the annual GDP goes to ECM response. 

Field research:

  • Key Informant Interviews – (religious leaders, traditional leaders, mothers and mothers-in-law, fathers and other opinion-shapers) and adolescents (girls).
  • Focus Group Discussions
  • Direct observational monitoring in Target locations

Analysis and drafting:

  • Amplifying the recurring themes, gaps and best practices; and distilling these into a policy paper, including recommendations for the national and state Technical Working Groups (TWGs); the legislature; the judiciary; Traditional Leaders, Religious Leaders, Men, Women leaders, girls, and civil society.

At all stages of the consultancy, the consultant will:

  • Work closely with SCI, including ensure regular communication with SCI, NBS focal point to monitor progress
  • Submit the deliverables, identified in section V., as per the agreed timeline in section VI.
  • Ensure that children’s voices inform the final report

Deliverables:

  • Desk review and mapping;
  • Interview manuscripts
  • Share draft report outline with  SCI focal point; within two weeks of signing the contract;
  • A Finalized report in English (not more than 60 pages) on the State of the Nigerian Girl (regional /state/ countrywide findings), fit for publication, and include the following annexes to be submitted to the Director of Advocacy and Campaigns:
    • Dashboards / infographics /charts  (i.e. showing Nigerian states per agreed indicators);
    • Region specific profile of CEFM;
    • Data sets to include: database of participants, consent forms, contact details, quantitative and qualitative data (recordings/ transcripts if available in English and the local language of the area if available)
    • Bibliography of sources
  • Policy briefs on the 3 pillars i.e. Survive, Learn and Protect (including graphs for data visualization of inequalities (info graphics), with clear policy recommendations as ultimate targets are policy-makers in the country). Drafts of the policy/ position papers should be submitted five days after delivering the final report to the team.
  • An Executive Summary and PowerPoint presentation of the main report;

  • Feasibility to implement policy recommendations, not only in terms of economic or strategic implications, but also in terms of political will.

Ownership/ Copy Right:

  • SCI Nigeria has sole rights and ownership to the report and all other supporting documents from the research and will therefore, have the only authority to fully or partially publish, disseminate, or promote any parts of the report. 
  • The overall task of undertaking desk research and drafting the report is expected to take not more than 30 days.

Management and Technical Guidance:

  • The consultant will report directly to a designated staff in the Advocacy and Campaigns Unit of the SCI. Through the designated staff in the Advocacy and Campaigns Unit, there will be close collaboration and consultation with the Gender Advisor and MEAL team as well as with the national Bureau of Statistics.
  • SCI’s will be responsible for overall coordination of the process including facilitating meetings with NBS and other major stakeholders (FMOWASD), providing access to information/ documents under our custody that will be relevant to the research. We will also pay 100% of the consultancy fee, pay for travels and per diem.

Qualification and Experience

  • Advanced University Degree: PhD or Masters in Humanities or Social Sciences in any of the following disciplines: International Studies/ Development Studies/Communication/ Sociology/Anthropology or a relevant discipline.
  • Very good understanding of the Nigerian context.
  • Solid knowledge of international and domestic laws and policies on child rights. 
  • Possess solid political acumen, but not partisan.
  • At least 5 years’ experience in conducting quantitative and qualitative research design, implementation, analysis and reporting, preferable on sensitive topic areas related to health, such as sexual health, reproductive health, child marriage, violence.
  • Experience in  conducting desk reviews, key stakeholders interviews, and facilitating Focus Group Discussions
  • Knowledge of social norms and how these affect gender roles and equity.
  • Extensive experience in developing quantitative, qualitative and participatory tools to measure and analyse social norms and behavioural change
  • Ability to meet deadlines and work under pressure.
  • Willingness to travel to Northern Nigeria.

Terms and Conditions

  • The applicants will provide a budget. Save the Children will consider the proposals falling within the approved rates as per its policy on professional fees;
  • SCI will deduct 5% withholding tax from the Consultancy fee to be remitted to tax authorities.
  • Milestone payment in three Tranches:
    • First instalment – 40% after the desk review of collected documents ad recommendations and inception report submitted.
    • Second instalment – 30% – After the submission of first draft of reports and analysis of data collected.
    • Third Instalment – 30% – Complete research report, diagnostic response strategy developed, (including SBC) for TECM implementation.

4) Job Title: Accountability Coordinator

Role Purpose

  • The Accountability and learning Coordinator is primary responsible for Learning and Accountability Mechanisms in all projects under the response.
  • S/he will lead output monitoring and quality monitoring of the projects.
  • S/he is responsible for coordinating and providing technical assistance to the SCI project teams in the areas of monitoring, evaluation, accountability and learning.
  • S/he will provide technical support at the field level in order to ensure quality implementation of the interventions.
  • This person is responsible for synchronizing the MEAL plan between Projects of SCI Response program in line with SCiBD plan and response strategy. S/he is responsible for supporting development and implementation of MEAL plan for ongoing and new projects.
  • S/he will support capacity development of SC & partner staff in field of MEAL.
  • S/he will document lessons learnt, best practice and organize learning event.

Key Areas of Accountability
Developing/strengthening accountability system:

  • Undertake responsibility for the roll-out of the Accountability system in SCI’s programmes and partners
  • Ensure that area operations and project staff understand the various steps and tools for the Accountability system and that this is used consistently across projects / areas
  • Lead in Accountability tools development and record keeping systems for CfMs, in collaboration with the MEAL and the programme team
  • Coordinate and participate with AAP-CWC WG to ensure that summary of complaints and feedback are shared and referred to

Monitoring and Accountability:

  • Lead in maintaining, updating, consolidating and cleaning the Accountability database. Ensure data quality across data collected from the different complaints and feedback mechanisms (CfM) within SCI and partners

  • Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people.  As part of these responsibilities the post holder will support the establishment of Child Safeguarding systems for the programme, promoting a culture of keeping children safe, and ensuring that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Role Purpose

  • The post holder is responsible for developing processes, strategies and content for the dissemination of tools, results and lessons learned to a wide variety of audiences interested in replicating the Child Development Grant Programme (CDGP) and Reaching and Empowering Adolescents to make Informed Choices or their Health (REACH) theory of change under the leadership of the KM Specialist.
  • The post holder will coordinate and lead on Knowledge Management and communications activities across the two programmes using different approaches in order to influence a wide variety of government, donor, media and community stakeholders and share evidence and case studies from the programme implementation.
  • He/She will work closely with the projects technical staff in all implementing states and in Abuja for developing, adapting and scaling up core tools for assessment, documenting innovations, developing and documenting standards and procedures for adopting innovations, ensuring that core frameworks and tools are needs-driven, and developing methods and providing training to all programme staff.
  • As well as the externally facing responsibilities, the role will also have internal accountability for ensuring strong systems are in place to communicate with the different staff and partners involved in implementing the programme and also support other Country Office related programmes.

Key Areas of Accountability
Programme Level Knowledge Management:

  • The knowledge management coordinator will contribute to further strengthening of a coherent and integrated knowledge management and knowledge sharing service structure, driven by programme’ needs, where the best of CDGP & REACH’s s collective knowledge, lessons learned and results achieved is made available when and where needed, increasingly in forms openly accessible to clients and the public at large.
  • Knowledge networking technologies (Onenet, Onedrive, Virtual Resource Center) and platforms are increasingly integrated, easy-to-access and use, and optimally designed and deployed to deliver demonstrable business value
  • Programme staff capacity in knowledge networking is leveraged and expanded, staff and networks of partners and clients can access, use and add to this knowledge
  • Knowledge sharing becomes actionable through the utilization of a broad set of tested KM tools, models and approaches that all programme staff are trained to use in their interventions, with a level of usability that increasingly make formal training redundant

Programme Communications Strategy Development and Implementation:

  • Ensure the projects strategies and plans are in line with Country office strategy.

Background
According to the UNHCR, since 2016 more than 32,000 Cameroonians have fled to neighbouring Nigeria. The majority of these people are women and children, including unaccompanied and separated minors. Cameroonians arriving in Nigeria rely on scarce local resources including insufficient food and public services. Tensions between new arrivals and their host communities are high as Nigeria struggles with its own conflict, internal displacements and widespread poverty.


The lack of proper sanitation facilities and use of proper hygiene practices can create a dangerously favourable environment for the transmission of diseases such as cholera or acute watery diarrhoea. Each year over a half of a million children in the world under age 5 die from diarrhoea, and thousands more succumb to malaria, cholera, parasites and related diseases. Much of this is attributable to unsafe drinking water, limited access to appropriate sanitation and poor hygiene practices.


Save the Children as a partner with UNHCR aimed to address through this project the inadequate access to water for refugees in camps and host communities, non-availability or non-existence of sanitation services (latrines, etc.), poor hygiene practices and open defecation in Cross River and Benue States. The overall goal of the project is the transformation of essential basic Water and Sanitation services in the refugee camps and host communities in Cross River State and Benue State into a sustainable model that will gradually integrate into the government service delivery. The project will also build the capacity of refugees to attain self-reliance and sustainable solutions ensuring that children are well protected and have access to various services in target communities in Adagom and Kwande LGAs of Benue.


Save the Children actions focuses on developing enhanced infrastructure and promoting behaviour change activities in households, health care settings and schools to reduce diarrhoea and other diseases in children under age 5. SCI collaborates with partners in other sectors in the delivery of the WASH intervention. Specifically, the intervention will establish and strengthen relationships with the education, health and protection partners to deliver an inclusive and integrated water, sanitation and hygiene response. SCI will work with the relevant existing government institutions to enhance collaboration and sustainability of the response.


Survey Objectives
General Objective:

  • To determine knowledge, attitude and practice (KAP) of risks and practices of refugees pertaining to water, sanitation and hygiene and child protection for children and their families in Adagom LGA (Ogoja, Cross river State) and Kwande LGA (Benue State) at the end of project implementation.

Specific Objectives are:

  • To identify current levels of community access to and practices related to water, sanitation and hygiene facilities.
  • Provide information on people’s knowledge, attitude and practices that will allow the development of programme’s Behavioural Change and Communication/Communication for Development activities.
  • Provide disaggregated data and information on programme indictors in the context.
  • To ascertain the people’s perception on child protection, safety and their dignity in these communities
  • To compare above objectives to comparative findings in the baseline

Methodology:

  • The survey will employ both qualitative and quantitative approaches to establish the knowledge, attitude and practices of at least the minimum core WASH and Child protection indicators. Consultant is expected to submit a detailed methodology in proposal.

Scope of Work:

  • The KAP survey will be conducted in the refugee camps and host communities of Ogoja, Cross river State (Adagom LGA) and Benue State (Kwande LGA), Nigeria.

Responsibilities

  • To develop and submit inception report (Protocol) which will include an interpretation of the study design & methodologies, sampling procedures, detailed work plan and financial proposal.
  • Conduct a desk review of the relevant program documents
  • Develop appropriate tools and instruments for gathering information by use of KOBO data kit
  • Develop and translate data collection tool to the local language.
  • Present the KAP Methodology to the various WASH sector technical groups in target communities for validation.
  • Hold preliminary discussions with head of sectors, M&E manager and relevant key stakeholders.
  • Conduct KAP survey: Train data enumerators and supervisors, ensure the quality of data;
  • Undertake consultations with key stakeholders and conduct field data collection; Focus group discussions, Key informant interviews, etc.
  • Process and analyse the data, write and submit a draft report of the survey (per required format)
  • Present preliminary findings to the SCI and community groups
  • Present the draft report of the findings to SCI for comments and feedbacks.
  • Revise and submit electronic copy of the raw data and final report including recommendations
  • Submit Final report in the desired format as stipulated by SCI within the specified time of agreement.

SCI Responsibilities:

  • Providing consultant with necessary documentations for desk review
  • Linking the consultant to relevant stakeholders
  • Facilitate the movement of the consultant and evaluation team to and from the field
  • Accommodation will be provided by SCI during the period of consultancy

Qualifications Required
Education:

  • The Consultant should be a holder of at least a Master’s Degree in Public Health, WASH or other related fields and eight years of relevant work experience.

Work Experience:

  • Demonstrated experience in conducting evaluations such as KAP WASH assessments (Experience in Nigerian context is desirable).
  • Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies.
  • Proven leadership and coordination skills.
  • Excellent knowledge of and experience with humanitarian guidelines and principles.
  • Sound experience and knowledge of Humanitarian Accountability framework (HAF), evaluation of integrated projects/programs and drawing lessons learned/good practices.
  • Computer literacy in MS Word, MS Excel and PowerPoint, digital data gathering devices.
  • Excellent writing and document presentation skills.
  • Demonstrated ability to meet deadlines.
  • Ability to live and work in an isolated area in conditions of limited comfort
