1) Job Title: Data.FI Nigeria GIS Expert

Project Overview and Role   

  • Palladium has recently been award the Translating Data for Implementation (Data.FI) award. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID).
  • Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance.
  • Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
  • Palladium is currently seeking a GIS Advisor for Data.FI, Nigeria to provide technical expertise for in-depth geospatial analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic
  • Duration:  This position will start on January 6, 2020 and end on September 30, 2020. Continuation of position for additional year contingent upon availability of funding. 

Responsibilities   

  • Support geo-visualization of HIV/AIDS trends, facility-level clustering and production of high quality static cartographic maps to support decision making on HIV/AIDS
  • Support both online and desktop spatial query analysis to enable system users to compare disease trends, hotspot analyses, or extract facility data at different spatial units including state, LGA or ward
  • Support spatial data sharing across multiple formats and outputs such as GeoJSON, TopoJSON, TIFF, PNG, SVG, and JPEG
  • Support multiple overlays using satellite imagery base map such as Google Maps, Open Street Map and other spatial datasets of interest

Requirements   

  • Minimum B.Sc Computer Science or B.Eng Software or Geospatial Engineering, or BA Geography, and accreditation in GIS, or degree in fields relating to human/biological sciences or social sciences with accreditation in GIS  
  • Experience with ArcGIS, GeoNode, Open Geospatial Tools, Architecture, Communities, and others
  • Proficiency with providing GIS outputs in GeoJSON, TopoJSON, TIFF, PNG, SVG, and JPEG and others
  • 5+ years’ experience in a technology leadership position for a public health project, preferably USG funded

2) Job Title: Data.FI Nigeria Health Informatics Lead

  • Palladium is currently seeking a Health Informatics Team Lead who will oversee the design and implementation of Data.FI Nigeria Informatics and System Strategy, with support from Regional Digital Team. 

Responsibilities

  • Strengthen Informatics Capacity of IPs towards standardization by providing oversight in Informatics capacity building activities including bootcamps, trainings and mentorship sessions 
  • Support development of comprehensive functional specifications for USAID supported software applications; either new applications or expansion of features of existing applications 
  • Oversee the development and implementation of M & E plans for key Informatics standardization documents and guidelines
  • Work with the Regional Digital team, to co-ordinate development and implementation of the Data.fi APPR, Interoperability Layer, Shared Health Record and Master Patient Registry
  • Ensure that all Nigeria specific user requirements, requested enhancements and reported bugs are accurately captured, validated and prioritized by the development teams
  • Work with the Regional team to conduct release planning and to develop deployment schedules
  • Manage User Stories at a portfolio level and ensure that they are sufficiently documented with clear acceptance criteria and that they are traceable to sprint backlogs.
  • Work with the Regional Team in specific application release planning and development of deployment schedules for Nigeria.
  • Oversee Implementation of Palladium strategies to support change management of new system or tool deployment in Nigeria.
  • Ensure that information supported systems meet prevailing standards, including security and confidentiality.
  • Participate in identifying and documenting project success stories 
  • Contribute in project documentation needs including development of Informatics sections in project reports and Work Planning

Requirements

  • Master’s Degree in IT or a related field with 3 Years relevant experience or a Bachelor Degree with 5 Years’ relevant experience in managing and implementing digital solutions.

  • Work with the Palladium Regional Digital team in the development and implementation of Nigeria specific Health Informatics Standards and Guidelines to guide EMR implementation, Interoperability, Unique Patient identification, and others
  • Spearhead Data.FI Informatics liaisons, engagements, and coordination roles with USAID and other donor agencies, Implementing Partners, Federal and State Government players, and other informatics stakeholders towards translating program requirements into sustainable informatics solutions

4) Job Title: Consultant – Operational Support to Sokoto State Contributory Health Agency

Location: Sokoto

Project Overview and Role
   

  • The Integrated Health Program (IHP) is a USAID-funded five-year project with a mandate to improve health systems, improve access to and increase quality of primary health care in designated states (Sokoto, Bauchi, Kebbi and 2 other states to be determined). IHP is working with state governments to strengthen and advance operationalization of State Health Insurance Schemes toward attainment of universal health coverage. 
  • IHP aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs. IHP will help public health and policy leaders attach higher priority to their national and sub-national health needs, secure sustainable financing, advance health equity, and monitor policy implementation to ensure gains stay on track. 
  • IHP aims to secure long-term enduring change by working with coalitions both inside and outside of health and showing common cause with neglected populations and other development actors. Central elements of IHP revolve around building in country capacity, institutionalizing achievements of past investments, and promoting country ownership of programs and initiatives.
  • The Decentralization of the National Health Insurance Scheme (NHIS) and consequent establishment of State Health Insurance/Contributory Schemes (SHIS) across the country is one of the key policy thrusts of the Government of Nigeria aimed at reforming the health financing landscape for a stronger health system and improved health outcomes. To realize this laudable reform effort, IHP shall be supporting the Bauchi, Kebbi and Sokoto states to put in place necessary design elements for the effective roll-out and implementation of the various State contributory health schemes (SCHS).
  • In Sokoto State, the law establishing the Sokoto State Contributory Health Scheme (SOCHEMA) has been passed and a Director General has been appointed to head the Sokoto State Contributory Health Care Management Agency (SOCHEMA). With support from erstwhile USAID projects, the state has developed several technical documents including the operational guidelines, establishment plan, funds management guidelines, and conducted health financing analytics (Fiscal Space Analysis, Actuarial analysis) to guide evidence based and context appropriate pre-payment design. It is anticipated that the State Contributory Health Scheme will take off by January 2020.
  • The IHP project which aims to partner the State Government and other stakeholders to sustainably improve health outcomes has identified the establishment of a prepayment health mechanism as an important approach for achieving sustainable financing for health, increasing access to critical health services and improving financial risk protection for the populace. Based on this, IHP further recognizes the need for organizational and technical capacity to effectively implement the SOCHES, hence health insurance operations and technical assistance.
  • This consultancy aims to provide technical assistance to roll out and operationalize the Sokoto State Health Contributory Management Scheme by embedding an experienced health insurance expert within SOCHEMA to guide health insurance technical operations and to build capacity of the team.
  • To support the agency to implement an effective health insurance scheme, the Technical Assistance consultancy will provide technical support towards development and effective execution of technical processes, especially processes contained in the SHIS laws, operational manuals, and other documents as may be required and provide capacity building and hands-on support to the staff of the agency throughout the consultancy period. The IHP work plan contains specific deliverables related to developing an enrolment plan and providing capacity development on claims management and reimbursement functions.

Roles and Responsibilities

  • The consultant is expected to contribute to the successful roll out and operations of the SOCHEMA Schemes by working with agency and the Sokoto State Ministry of Health leadership to put in place necessary structures that will guarantee delivery of services to enrolees, ensure continuous quality improvement and capacity building for staff of the agency to implement the scheme.   • The consultant is required to be embedded in Sokoto State functioning directly in the SOCHEMA office for the period of consultancy.

Eligibility Requirements

  •  A good first degree or its equivalent from a reputable University in Medicine, Sciences, Social Sciences, or numerate disciplines such as Actuarial Science, Statistics, Insurance, etc.
  • Post graduate qualification in Management, Public Health, Health Management, Health Economics, Insurance or other related fields
  • Certification in and/or professional membership of Health, Management and Health Insurance related bodies shall be an added advantage
  • Minimum of 7 years’ experience implementing health insurance in Nigeria or related settings.
  • Experience working with an HMO that implements a health insurance scheme (preferred).
  • Expertise in claims management and reimbursement best practices
  • Experience in developing and delivering capacity building workshops on Health insurance implementation
  • Experience in developing and executing insurance enrolment plans
  • Good understanding of current health financing reform initiatives in Nigeria especially the subnational level;

Purpose of Position

  • Palladium is seeking a State Data Use Advisor to support the USAID Strategic Information (SI) Team and service delivery implementing partners (IPs) to leverage of weekly PEPFAR data to support control of HIV epidemic specifically in surge states Lagos, Cross River, Niger, Adamawa, Kano and Bauchi.
  • The State Data Use Advisor will implement a field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for key priority indicators, by promoting peer-exchange and problem solving. The state data use advisor will be reporting to the Senior Regional Data use Advisor.
  • The overall aim of the Data.fi data use strategy is to both generate further demand for data and improve clinical outcomes around testing, linkage, retention, and viral suppression by engaging implementing partners, LGA stakeholders and state level decision makers. 
  • Start and End date: November 18, 2019 to September 30, 2020. Continuation of position for additional year contingent upon availability of funding.

Responsibilitie

  • Technical support to HFR reporting and APPR system optimal use at the state level and facilitate access across the hierarchies.
  • Support design of Weekly Data Review for Rapid Action methodology for implementation at state level and across hierarchies.
  • Support dissemination of a unified data use strategy and data review guidelines
  • Implement knowledge management efforts aimed at tracking impact of data use strategy
  • Working with the implementing partners facilitate and support HFR processes to identify barriers to data use and generate solutions to address those barriers.
  • Facilitate training on data use and related topics with implementing partners teams and state ministries including taking creative approaches to providing support in low-bandwidth environments.
  • Tracking activities and performance related to data use and change management, documenting our work and engaging and enthusing stakeholders related to project learning in these areas.
  • Liaising with Implementing partners to prototype, test and scale data use interventions and strategies, and to build capacity on data use with a focus on the state level.
  • Working with the Data Analytics and Visualization specialist as well as the Epidemiologist develop and package state level information products to inform progress towards HIV epidemic control.
  • Review data systems and identify gaps within the healthcare space and articulate a vision for improved digital health data use for the country.

  • Technical backstop in data quality and data alignment exercises, working with the Implementing partners at state level with interventions cascaded to facility levels
  • Conduct regular analysis and reviews of State level performance on key priority indicators 
  • Work with other Implementing partners to strengthen the data analytics and visualization capabilities of APPR System 2.0, DHIS2, Situation rooms, and other platforms.
  • Build the capacity of national programs and County staff in data demand and information use applying developed curricula and conduct follow-on mentorship.
  • Build a case and action plan for increasing data use for programmatic and budget decision-making national programs and county levels.
  • Work with stakeholders (Implementing partners and focal States) to develop, disseminate, and monitor implementation of data utilization plans.

Requirements

  • A Master’s degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science or a related field 
  • At least 5 years’ experience advising on health management information systems or routine health information systems
  • Experience working with HIV/AIDS programs, including DHIS 2 preferred
  • Working Knowledge of patient level and aggregate data managements Systems i.e EMR, LIMS

  • Palladium is currently seeking an epidemiologist for Data.FI, Nigeria who will provide leadership and technical expertise for in-depth epidemiological analyses of HIV clinical and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV/AIDS epidemic.

Responsibilities   

  • Provide leadership for advanced analyses to evaluate the HIV/AIDS epidemic control activities in Nigeria using electronic medical systems, OVC case management, supply chain, and viral load data
  • Support the development of an Evaluation Framework to guide analysis and triangulation of existing evaluation, research and program data (electronic or otherwise) to better inform disease control efforts
  • Coordinate the development of required umbrella protocols Data.Fi project as well as provide feedback to all implementing partners with individual data systems on appropriate collection of high-quality data towards monitoring the HIV/AIDS epidemic
  • Responsible for the development and implementation of public health epidemiological studies, gaining access to data, ensuring IRB approval (if necessary), and dissemination of findings
  • Analyze data from existing electronic platforms and will produce abstracts, manuscripts, presentations, etc. to be presented at conferences or submitted for publication in peer-reviewed journals
  • Provide direct guidance and technical assistance to Implementing Partners (IPs) and United States Government (USG) staff affiliated with evaluation activities in activities related to the Data.Fi project
  • Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.

Requirements

  • Medical related Degree (Medicine, Nursing, Pharmacy) is required
  • A Master’s or a higher degree in Public Health, Epidemiology, Field Epidemiology, Social Sciences or related field is also required
  • At least 5 years progressive public health experience and/or research experience within the HIV/AIDS program.

Preferred qualifications:

  • Demonstrate detailed understanding of Nigeria’s HIV epidemic response
  • Demonstrate knowledge of epidemiology, statistical analysis and public health relevant to the HIV and TB epidemic
  • Demonstrate experience managing research/evaluation projects and resources
  • Demonstrate innovative methods to manage both aggregate and individual level data to inform epidemic response
  • Demonstrate experience in managing large datasets from program/survey/surveillance data

7) Job Title: Senior Health Systems Strengthening/Private Sector Advisor – Nigeria

Location: Nigeria 


Project Overview and Role   

  • Palladium is recruiting a Senior HSS/Private Sector advisor to serve on the leadership team for an upcoming project across five states in Nigeria aimed at improving systems and services to provide HIV and TB services.

Responsibilities   

  • The Senior HSS/Private Sector Advisor will provide technical support to the project team to expand the private sector engagement and strengthen its capacity in the following areas:
  • Support a locally hired Private Sector Advisor position responsible for planning, coordinating and facilitating technical assistance and implementation of activities to expand HIV/AIDS and TB services through private sector providers and facilities.
  • Support identification of potential private providers and facilities to expand delivery sites for integrated access to HTS, PMTCT, TB/HIV treatment and care.
  • Support promotion and coordination of activities for prevention of HIV/AIDS and TB at workplaces.
  • Strengthened linkages between public and private sector service delivery systems for improve referral.
  • Support activities to streamline recording and reporting of program data by private sector providers and facilities.
  • Support planning and coordination of capacity building activities for private providers following national policies and guidelines.

Requirements   

  • A graduate degree in Public Health, Health Policy or related courses (e.g. MBBS, RN etc.) with extensive field experience in managing health programs in Nigeria. A postgraduate degree in health systems or public health will be an added advantage
  • At least 3-5 years of experience working on Health Systems Strengthening in developing countries, preferably in Nigeria
  • Experience engaging with Private Sector in health systems strengthening, primary health care, and have capacity building and project management experience in public health programs
  • The HSS Coordinator must be intimately familiar with the context in Nigeria and have in-country experience with USAID programs
  • Demonstratable capacity to network and negotiate with key stakeholders across different sectors in support of health
  • Strong skills in design, implementation and monitoring of program components; e.g. health systems strengthening, qual training, supportive supervision, advocacy and coordination

  • IHP is an integrated health program with an expanded effort with the Government of Nigeria (GON) to identify and support rapid scale-up of proven interventions through improvement of service delivery and strengthening of health systems.
  • It will focus its support for service delivery in six intervention areas, family planning, malaria, routine immunization, nutrition, maternal/newborn health, and treatment of childhood pneumonia/diarrhea.

Responsibilities   

  • Create designs to support the presentation of reports and statistical data using infographics and other interactive media;
  • Develop analytic dashboards, activity trackers and visualizers to aid performance evaluation of IHP and government policies, programs, and services;
  • Assist in the implementation of the monitoring, evaluation and Learning plan for the project;
  • Summarize, analyze and interpret data for monitoring project activities, including the use of digital visualization and infographics;
  • Provides support for performance monitoring and evaluation to IHP State Teams;
  • Assist in training team members, health staff and partners at all levels in completion, analysis, reporting and utilization of information collected for operational and strategic needs of the project;
  • Monitor the implementation of project specific M&E activities ensuring compliance with set standards, checking and correcting the quality of systems and data;
  • Assist in training and monitoring partners / stakeholders in the use of data for management decision-making, enabling results-based management;
  • Assist in the preparation of quarterly and annual reports to donor and stake holders in accordance with specified timelines;
  • Supports information and knowledge sharing across project sites and partners;
  • Some travel to supported States should be expected;
  • Reports directly to IHP MEL Director

Requirements   

  • The ICT Specialist Data Analysis, Visualization for Monitoring and Evaluation will have experience working with information and monitoring systems for public health programs.
  • The Specialist will have expertise and up-to-date knowledge and skills in monitoring and evaluation of health systems and healthcare provision programming, and experience working with different cadres of government.
  • S/he must be intimately familiar with the public context in Nigeria and have in-country experience with USAID / International donor programs.

Additional qualifications include:

  • A Bachelor’s degree / HND in Demography, Statistics, Social Sciences, Public Health, Health Information Management or related field.
  • Minimum of 3 / 4 years of progressively responsible experience, implementing, monitoring, evaluation and learning tasks for public health projects.
  • Familiarity with USAID/International indicators and standard measurement tools in the areas of reproductive health/family planning, maternal and neonatal health and other relevant technical areas.
  • Competency in infographics software, DHIS2, MS Word, Excel, PowerPoint, and a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar).
  • Demonstrated analytical skills, and proven experience in developing and facilitating the use of data visualization and digitalization, including infographics, motion graphics, dashboards, scorecards, factsheets, etc.
  • Ability to work with relevant government partners, USAID, other Donors, and implementing partners.
  • Good verbal, listening, writing, social media and interpersonal skills essential for effective interaction among several institutions and staff involved in a broad range of activities.
  • Experience with GIS analysis and use is desirable

9) Job Title: Data.FI Nigeria Monitoring & Evaluation Specialist

Project Overview and Role   

  • Palladium has recently been awarded Data for Implementation (Data.FI). Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

Purpose of Position

  • Palladium is seeking Monitoring and Evaluation Specialist(s) to support the USAID Strategic Information (SI) Team and service delivery implementing partners (IPs) to leverage of weekly PEPFAR data to support control of HIV epidemic specifically in surge states Lagos, Cross River, Niger, Adamawa, Kano and Bauchi.
  • The Monitoring and Evaluation Specialist(s) will work with the Strategic Information Advisor to implement a field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for key priority indicators, by promoting peer-exchange and problem solving.
  • The monitoring and evaluation specialist will be reporting to the Strategic Information Advisor, with overall supervision by the Senior Regional Data analytics and Use Advisor. The overall aim of the Data.fi data use strategy is to both generate further demand for data and improve clinical outcomes around testing, linkage, retention, and viral suppression by engaging implementing partners, LGA stakeholders and state level decision makers. 
  • Start and End date: Nov 18, 2019 to September 30, 2020. Continuation of position for additional year contingent upon availability of funding.  

Responsibilities

  • Technical support to HFR reporting and APPR system optimal use at the state level and facilitate access across the hierarchies.
  • Support implementation of Weekly Data Review for Rapid Action methodology at state level and across hierarchies.
  • Support implementation of a unified data use strategy and data review guidelines
  • Provide User supports at State level Situation rooms
  • Conduct data collection and collation at state level
  • Working with the Strategic Information Advisor (s), support implementing partners to facilitate and support HFR processes to identify barriers to data use and generate solutions to address those barriers

Requirements

  • At least 3 years’ experience working with health management information systems or routine health information systems
  • Experience working with HIV/AIDS programs, including DHIS 2 preferred
  • Previous Experience conducting State/LGA and Facility data assessments and data reviews is preferred
  • Previous experience with Data.FI Data Use Strategy is preferred
  • Working Knowledge of patient level and aggregate data managements Systems i.e EMR, LIMS
  • Work well under pressure, skilled in crisis management, and problem solving.
  • Working skills in data analysis with proficiency in a statistical package i.e. Stata, SPSS, advanced excel, or Business Intelligence applications

10) Job Title: Technical Lead – Health Systems Strengthening and Sustainability – Nigeria IHP

Project Overview and Role

  • USAID/Nigeria envisions a sustainable integrated health program with an expanded effort with the Government of Nigeria (GON) to identify and support rapid scale-up of proven interventions through improved access to and increased quality of primary health care service delivery and strengthened and sustainable health systems. 
  • The activity will focus its support for service delivery in seven intervention areas: health systems strengthening family planning/reproductive health, maternal and newborn health, child health, nutrition, malaria. For health systems, IHP will strengthen Leadership and Governance, Health Finance, Health information Systems, Medical Commodities and Technologies, Service Delivery, and Human Resources for Health. USAID has recently embarked on an initiative to reduce dependency on external resources and to strengthen commitment and capacity of host country government, local non-governmental organizations and private sector entities towards the Journey to Self-Reliance.
  • IHP will measure and accelerate this journey by fostering local ownership, implementation and financing for primary health care. The program will work closely with state-level government officials to support established state-level Health and Development Plans, build capacity, and promote ownership of interventions, systems, and results.  Specific interventions will need to be tailored to local contexts and will be fully developed at state and Local Government Area (LGA) levels.

Responsibilities

  • Works closely with IHP State key personnel providing strategic guidance, vision, planning, and implementation for successful HSS and Sustainability initiatives and activities of the project;
  • Provides technical expertise on HSS, covering the six building blocks to HSS at the federal and State levels;
  • Develop strategies, plans guidelines and tools to measure and track sustainability at the federal and State levels and facilitate the Journey to Self-Reliance for Primary Health Care.
  • Supervises HSS technical staff in state offices and ensures the strategic and functional integration of all HSS activities as well as active collaboration with donors, other implementers, and local counterparts;
  • S/he oversees HSS activities, provides technical direction and support and ensures results for project activities.

Management:

  • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.
  • Advocate and ensure sustainable health systems strengthening program implementation consistent with MOH Nigerian Guidelines, global best practices and USAID Nigerian Strategic Directions including advice on relevant latest health developments & publications.
  • Coordinate the monitoring of HSS and sustainability program progress against deliverables on a quarterly basis.
  • Coordinate with the other members of the IHP team and partners to develop and implement feasible health systems strengthening approaches.
  • Represent IHP at and provide expert technical assistance on health systems strengthening to FMOH and NPHCDA and through federal Technical Working Groups
  • Work with the federal and state government to measure the current status of sustainability of the health system and to develop sustainability and transition strategies and roadmaps.

Requirements

  • Graduate degree (preferably a PhD) in Public Health, Social Sciences, Health Economics, Medicine or related discipline;
  • At least 10 years of demonstrated progressive experience in HSS and preferable experience with primary care and/or RMNCH+NM programs working with development agencies and organizations, government officials, civil society leaders, community leaders, project beneficiaries and project staff
  • Demonstrated technical skills in HSS of primary care and/or RMNCH+NM programs with excellent organizational, analytical, oral and written communications skills in English;
  • Demonstrated capacity building skills; and ability to work well on teams;
  • Previous experience working on a USAID funded project will be an added advantage;
  • Familiarity with structures and functions of the FMOH, SMOH, NPHCDA, SPHCDA, health insurance and financing agencies.
  • Demonstrated expertise in working directly with host-country senior government officials and policy makers in health.
